Given the population, I think I am doing not much worse than you in military
I would think that their larger population would imply a larger total defense budget given their spending per person. That said, when you say "population", are you perhaps using that as a proxy for the ages of the two countries? Kaulga certainly had a bit of a head start when it comes to increasing per capita defense spending.

Probably, the lower tax is related to disposable income ( maybe after tax income)
About income, I have no idea because I think the average income in my nation is also very low, I have seen countries with around 200k income
